Hi,

Is it possible to grant a user Role(Besides the admins) to see all of the component existing in the project area even if he is not the owner of them?

FORUM ADMINISTRATOR / FORUM MODERATOR / JAZZ DEVELOPER
Streams and components define visibility, read and write access by access control (project area level) visibility and ownership (which team or project area owns them). This is tied to roles, unless you are an admin. See https://jazz.net/library/article/291 for how permission work in general.

No, there is no special permission "you are allowed to see all SCM Data" except for being in the JazzAdmin repository group.
