I'd suggest checking things relating to the teamserver.properties file on the RTC server.

  1. Sufficient free space available on the volume or file system that contains
  2. Permissions on the <jazz_install>/server/conf/ccm/teamserver.properties ( i.e. can it be written )
  3. Check also that the ID that is executing the application server ( tomcat it appears ) also can write the file
As there's an NPE, It's possible that the item that is being updated doesn't yet exist in the teamserver.properties file.
