Is deliver atomic?

If not, when is deliver not atomic?

Specifically, I am wondering about doing a single deliver of a group of changesets to multiple components in the same stream on an RTC 4.0.6 server from the command line lscm/scm client.

Deliver is atomic. 
If the client cannot deliver to one component, then none of the components will be updated.
