There are certain features that need ownership access that I would like my team members to be able to use, but they cannot due to the fact that they are not considered "owners"

As far as I know, this is currently not supported. There is also, as far as I am aware, no way to circumvent it. You don't have permission to change the underlying RTC project area process, to add administrators or change user roles.
