They both read a file to create or update a bunch of users. Is there any difference? Why would you use one versus the other?

I don't see one but I asked for comment from JazzFoundation in this workitem https://jazz.net/jazz/web/projects/Jazz%20Foundation#action=com.ibm.team.workitem.viewWorkItem&id=164279
In that workitem I also make reference to a much older enhancement where it appears at one time createuser was supposed to become importusers.  So, subscribe to the workitem. when we get the answer I will post it here.

The answer is that they are aliases for the same command. I will work on improving the help in the next release. Already opened a workitem for that effort. Thanks for bringing it to our attention.
