Linking 2 Stories with 'Depends On'

I created Story 1 and Story 2 work items. I linked the two stories together by making Story 2 "depend on" Story 1. I would think I couldn't complete Story 2 until Story 1 is complete due to a dependency. However, it lets me mark Story 2 as Done first.

How exactly are users supposed to be using the "Depends On" link?

The Depends On / Blocks relationships are for documentation purposes
only. They are not enforced by RTC. Whoever wants to resolve Story 2
will have to notice that it depends on an unresolved work item, which
should prompt the person to rethink resolving Story 2.
