Upload Template button disabled / greyed out

In my /RM Project Template section, my Upload Template button is disabled or greyed out. Why is this happening?

Further info: This is happening on 2 Sandbox servers for testing RTC, however on our Production server the button is active / enabled. I have run some permissions checks and I have the same set of permissions on the Sandbox and Production servers (JazzAdmins and Project Administrator).

And you also have a analyst license assigned to that user?

Thank you @hakank22. On the Sandbox servers my RRC analyst license had expired so I was working off a contributor license instead. I now have rectified this issue and uploaded the template.
