Test Execution Record Distribution: Random across all test Cases

"Random across all test Cases" basically means the test environments allocated to the generated TERs are random.
For example, you have test case1, test case2 and test case3 and you want to generate TERs for all of them in one go.
When selecting "generate test environment", you may select Chrome, FireFox and IE, if you set "Random across all test Cases", the generated TER for TC1, TC2 and TC3 could have random test environments associated, TC1 could have Chrome, TC2 and TC3 could have Firefox for both or one is Firefox and one is IE. Next time when you try the same combination, the associated test environment for TCER would change again randomly.
