Create Work Item Template

Please see the following information:
1) Using a template to create work items:

2) Creating a work item template:

- Yes, user needs to be a member of a PA.
- Users who have permission to modify the project area process specification can create templates and share them with members of an Team area.
- No, permissions at team area level will not help as work items could be linked with other team area work items too.
Also, there could be other dependant permissions if you restrict the permissions at team area level.
