Hi,

Which permissions  needed to a user to create WI template? Does he have to be a member of a project? Can he get this permission at the team level? Or in other way?

- Yes, user needs to be a member of a PA.
- Users who have permission to modify the project area process specification can create templates and share them     with members of an Team area.
- No, permissions at team area level will not help as work items could be linked with other team area work items too.
Also, there could be other dependant permissions if you restrict the permissions at team area level.
