What is the best way of replicating a production environment for testing?

Rational Team Concert 4.0.4

I need a method of replicating our production streams to a test and QA environment to allow Rational Software Architect and Rational Team Concert release qualification and testing.

RSA 8.5
Client: Windows 7
RTC versions: Server 4.04 and client 4.001

RTC Info:
RTC 4.0.4
JTS 4.0.4
App Server: WAS/ND 7.0.0.29
OS: Linux RHEL 6.3
Database: DB2/UDB 10.1fp3

because the RTC Public URI cannot be changed (easily), you really only have two choices

1. in an isolated environment where the dns mapping works
2. use some dns change  technique (hosts file on connected systems, or a private dns server)

Ok, But how can you get the data moved to the server that you have made the DNS mapping or host file change so that everything works? I have heard you need to copy config files manually from one server to another? Is that the case or is there some sort of migration tool?

there is NO migration tool. Sadly, the jazz architecture doesn't really support the normal enterprise   dev/test/qa|UAT/prod migration model.
