How do I set up my RTC server to test programatically creating and accessing an RTC work item?

Hi I am New to RTC and my task is to create & access RTC task / defect work item. to get all the required values.
i just downloaded example source code for creating a new RTC from task. https://jazz.net/wiki/bin/view/Main/ProgrammaticWorkItemCreation .
now i dont know how to set up my RTC server and run this applciation can any one guide me ??
