Has Fine Grained Finalization been implemented?

What is outlined in this proposal is essentially what I'd like to do with my projects.

I'm currently using Process Sharing to manage 20+ projects, with most of the work item sections marked as 'Final' to be able to distribute process upgrades easily across all Projects.

Unfortunately, it sounds like this means that without FIne Grained Finalization, users can't use Fine Grained Customization to add to their work items.

Am I stuck with either with either opening up my Projects to full customization, or not allowing any?

I don't think any work has actually been done. I posted an enhancement request https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.viewWorkItem&id=239779
using the current permissions model tree to enable this..

the tree of related workitems makes me think this is considered resolved.

Nevermind.  I think I've found my answer.  I'm out of luck until this is implemented.
