Development Line permissions not working

Hi,

I'm trying to make a particular Development Line's WorkItems read-only for all TeamMembers, and then have a special role which can move WorkItems in and out of this line.

I've cleared ALL the Permitted Actions out of the line itself, and the child Iteration definition, but TeamMembers can STILL move tickets in and out of this iteration.

Is the functionality broken, or am I missing something big here ?

It is broken, but there is a workaround.

The problem is that when you uncheck everything, the editor is wrongly
interpreting this as saying "I don't want to configure permissions for
this role" instead of "I want to configure the permissions for this role
as empty". The workaround is to uncheck the permissions you want to
remove and enter some text into the field labelled "Explanation to show
when permission denied". This will cause the editor to interpret your
intentions correctly.

The workitem for this is 66833: "Need UI support for prohibitiing
operation for given role."

Thanks for the pointer.
I tried to do what you suggested, but the Explanation entry area appears to be read-only, and the ClearOverride button and Final checkbox are disable.
I have role ProcessArchitect.

Is it possible I have rights to edit all the permissions, but adding explanation comments requires Jazz Admin role?

The Explanation entry area only enables when you have an operation
element selected. These correspond to the second-level elements in the
tree.

For example:

| Permitted Actions:
-----------------------------
| -Dashboards <--- This is a category
| -Save Team Dashboard (server) <--- This is an operation
| - Create a team dashboard <--- This is an action
| - Delete the team dashboard <--- This is an action
-----------------------------
