Could one deliver changesets from other's workspace?

In the following scenario, we have one developer created a new component and then tried to deliver it to the stream but failed because of permision error, which is expected as the team doesn't want all to be able to add component to the stream.

Is it possible for others in the team with right permission to deliver the changesets/component to the stream from the workspace?

I know we do this in ClearCase but haven't figured out how to do it in RTC SCM.

The user that created the component should close all change sets in that component. The user with the correct permissions can add that component to his workspace and choose the other user's workspace as the source. It will add the component and all the changes, which can then be delivered to the stream.
