How do you to print a whole test plan including all the test scripts?

One option is to use Rational Publishing Engine. You can create a RPE template that retrieves all the data required from a test plan (including test scripts, TCER, etc.) and generate document through RPE Launcher or through RQM web UI.

So there is no out of the box print capability for this?
