Permission Denied in accessing the copied workitem attachment from ProjectB
I copied the workitem with an attachment from ProjectA to ProjectB
User1 is member of both ProjectA and ProjectB can access the attachment. User2 is member of ProjectB is not able to access the attachment it says permission denied.

This is expected behavior. User2 is not able to access the copied WI attachment, he can access the workitem.
Note: if the user2 is member of the ProjectA and Project B, he can acess the copied workitem attachment permission.
If the user2 is having the access to ProjectB and the workitem is copied to ProjectB from ProjectA with an attachment.
Why the attachment is not accessible even the user2 with highest process role for full permission ?
