Compare error on Spanish accented letters after a change.

We have a text file that we pull from the Jazz repository stream to our Jazz workspace to our RAD8 sandbox. 
It has a mix of English and Spanish text lines.
Compare of sandbox to the stream after the pull shows they are identical. 
We make a change to one of the English text lines and save in the sandbox. 
Compare of sandbox to the stream after the change shows not only our English text change as a difference, but also shows all accented characters in the Spanish lines as differences.

Any suggestions? Thanks.

RAD8 with RTC4 plug in is running  on Win7.  The Jazz repository is DB2 on zLinux (I think).

Looks like it might be a problem with the default "RAD8 plus RTC4 plug in" compare tool. When I switched to using WinMerge as an external compare tool, the problem went away.

Then what is the default "RAD8 plus RTC4 plug in" compare tool, and where do I report the problem to get it addressed? Thanks.
