How to create a new lifecycle project in sandbox01 ?

Hi,

I've tried to create a new lifecycle project on sandbox01 to test agile template but seems that JazzAdmins or JazzProjectAdmins privileges are required. How can I do this (same problem to create the Simple lifecycle project) ?
