CRJAZ2384E Cannot connect to the repository when using Oracle java 1.7 u45

When using Oracle java 1.7 u45 at the eclipse.ini for RTC Eclipse Client 4.0.3 - 4.2 on a Windows 7 machine, we get the following error:

CRJAZ2384E Cannot connect to the repository at URL "https://<server>:<port>/ccm"

Using the IBM JRE the issue does not happen.

Adding                                                             
                                                                   
-Djava.net.preferIPv4Stack=true                                    
                                                                   
to the eclipse.ini file resolved the connection reset issue when it tried to connect to rtc repositories.
The machine was using IPV6 from the Ethernet stack.
