Jazz APIs to connect tools from different vendors

If I have Tool A from Vendor A and Tool B from Vendor B, can I use Jazz to connect Tool A and Tool B? For this kind of requirement is there any requirement to use any Jazz based products like RTC, RQM or RRC? Please let me know.
