Is it possible to add Quality Criteria to an RQM Project Area programatically?

Quality Criteria are added to an RQM Project Area via "Manage Project Properties".

Is this capability accessible via the API?

Yes, Quality Objectives (resource: objective) can be created using the RQM Reportable API (see https://jazz.net/wiki/bin/view/Main/RqmApi#Resources_and_their_Supported_Op).
