If any of the tools you use to manipulate this content is Eclipse-based - then it may be possible to enter use RTC directly from the Eclipse client. You may also use a plain Eclipse client and manage files in the file system.
Alternatively, you can use the commandline interface, or the Windows Explorer-linked interface.

The answer is the same for RTC-SCM as it is for all other file-based SCM systems: If you can read/write the information to be versioned from/to a file, then you can use RTC-SCM for that information. Which of the RTC-SCM clients you will use (Eclipse, Visual Studio, command line, web, Windows Explorer) will depend on your programming environment.
