Does anyone know how or have a precondition script for setting up EMAIL Notifications when a new baseline is delivered to a specific stream?

I have seen this done by following jazz article 1000. This requires extensive customization and personal scripts.

Actually, the script needs to be a follow-up action instead of a pre-condition.
