Deliver Greyed out

I checked in my changes, created change set, and attached work item.  Now I go to deliver and the deliver feature is greyed out.  The only change was for the stream I attached a team to the stream but I am the approver and still can't deliver.

does the workspace which you loaded have a flow target? This would be shown next to the workspace name in the Pending Changes view with a grey arrow / blue arrow symbol in between.

Deliver is typically greyed out if you are missing the flow target. You can pick one by right-clicking your workspace in the Pending Changes view and choose: change flow target.

The other possibility is there is an incoming change set that conflicts with your outgoing change set. The conflict has to be resolved before you can deliver.
