In an RTC workflow is it possible to automate a resolution action?   For example if a resolution selected is "more information required" can an email be triggered to the person who entered the request?

As far as I can tell, you would have to create a so called work item save participant or a service for that. Also, there is currently no special notification like that. See http://jorgediazblog.wordpress.com/2013/06/28/rtc-custom-scheduled-async-task-example-explained/ or https://rsjazz.wordpress.com/2012/07/31/rtc-update-parent-duration-estimation-and-effort-participant/ for more information. The service is the cleaner solution, since it does not run in the UI thread.
