Custom Artifacts in /rm

Been trying to create custom artifact types within the requirements management application but the button to do so is disabled. I have administrator rights to both the server and the project, but still unable to change this. I am missing something?

JAZZ DEVELOPER
license is one other thing to check, CLM Professional would be great to have otherwise, RRC Analyst may be needed

Set the user to have RRC Analyst and works great. Thanks

most likely you are lacking the role which has the appropriate permissions set:

verify if you are a member of the RM project and the assigned role

then the role permissions
Permissions > Team Configuration > Select a Role > Requirement Management Resources

I have edited the question with current permissions available to my user as this still has not solved the issue.
