Is there a way to query the contents of a change set, such that a change set that modifies a file with a certain extension, I can make an attribute required prior to closure?

We are looking for a way to add an attribute (say "translation required") that can automatically be calculated based on the contents of the change sets.  For example, all of our translation files end with a specific extension, so when the work item is marked resolved, we could calculate if translation is required or not based on the contents of the change sets, instead of requiring the developer who delivered those change sets to manually mark the attribute.

Any thoughts on how this could be done?

I think you can only do the extension of pre-conditon to achieve your goal..
We have the similar problem to check if the modified files in change sets are in the special attribute string contents to ensure no more files are changed. We used extension to attain it..
