In order to run manual tests, you will need a CAL with RW access in RQM like the Quality Professional or Practitioner CALs.  https://jazz.net/help-dev/clm/index.jsp?re=1&topic=/com.ibm.jazz.repository.web.admin.doc/topics/c_license_mgmt_over.html&scope=null has a chart of which CALs provide read verses read/write access to RQM.
