Hello, I am having problem with the help of Rational Team Concert v. 4.0.2. the contents thereof not completely displayed. I tried it with the language of the browser and nothing. may be due to  this cause?

Do you have an Internet connection on the help server? The local help still relies on some remote content.
If you don't have access to the Internet from that system you can follow these instructions in the help center to install the full help files locally

Hi Deivy

When you say not completely displayed , do you mean that the content is less, or help itself is broken.

You have you download the content to be able to view all, or set help to get rest of the content from remote web.
