This sounds like an extremely common feature. It is not clear which tool you are using, but you may want to search the Help system of that application

I just want to change the border pattern of the table in the footer of the template...just like changing dotted line to dashed line /straight line ...

Cognos 8 means CLM 2.x probably and can't be RRDI. If that is true then see the link below and I hope that is probably what you are looking for.
