How do I configure CLM roles if my corporate LDAP is "locked down" and I can't create LDAP groups?

Some customers are in environments where it is difficult (or impossible) to get LDAP groups created and managed that map to the CLM roles (JazzAdmin, JazzProjectAdmin, etc.). How can they successfully configure CLM in this sort of environment?
