Unable to see scroll bar in Description Tab under submit an asset

Hello,
Some users are unable to see the vertical scroll bar when entering data into the Description area under the add asset screen using both FF and IE. Using RAM 7.5.1.1. Is this a known issue?

Is it possible that there is a setting they need to set?

I quick defect scan did not show any issues like this reported.
Note that RAM 7.5.1.2 replaced the RTE above with a new one, see https://jazz.net/downloads/rational-asset-manager/releases/7.5.1.2?p=news#usability for more information
