Cannot Drag and Drop Work Item in "Work Breakdown and Schedule" View

I am unable to drag a work item from one iteration to another in the "Work Breakdown and Schedule" view of an out-of-the-box Formal RTC project.  If I remove the "Sorting -> Planned Time" attribute from the view, I am able to drag and drop.

Why is this?
