RTC zOS build is picking up the wrong HOME

When doing a build on zOS I get a permission denied error on the HOME directory, which is defined as the user who started the daemon, NOT the building user.  Why is the daemon user getting used for HOME and not the building user?  Can I workaround this?

We use the HOME directory when running our commands on zOS, and in USS, the HOME directory is already defined as the build daemon user.  So we pick up that HOME value when its run.  There are several ways to control what the HOME value ends up being.  Probably the easiest is to define the desired HOME value in the properties and pass it to the agent.
