Running EE dependency gives an ddname error

When running a dependency build I get the following:

 DD:A0(NCTPIDE2): fopen() failed; EDC5037I The specified ddname was not found.;

What causes this error?

 This is a misleading error message.  The root problem is from having a DataSet Definition with a Dataset Usage Type other than "Destination data set for a zFolder" is used for the 'Enterprise Property' of a zFolder.  The defect to track this misleading error is here:
