How to create Attribute on RRC project

Hi,

I have an requirement, where i should be able to create Attribute for RRC project on jazz server programmatic.

Is there any JAVA API available for the same?

The programmatic REST API to use is the OLSC interface RRC provides. Good entry point how to get started is the OSCL Workshop.
But to answer you question, the RRC data types, attributes types and artifact types are read only using OSLC.
