Permissions to Save Categories

We have a project area with several members.
They got the role "Test Team Member".
In the project configuration, the role Test Team Member doesn't has the permission to save/create a category.

Now we introduced Team Areas,

I've created one team area, put the members of the project area to this team area, and now they are allowed to create categories, even the project properties were not changed.

What went wrong?

Am I correct to assume the project members that were not made members of the Team Area are still not able to create categories?
Did you create any new roles or change any Team configuration permissions in the new team area?

I could not reproduce the problem in my version.
