Can an AbstractScmAdvisor extension see/find all flow targets in one deliver?

I am delivering two components to two different streams in one deliver.

The advisor appears to be called with only the changes flowing to one flow target, then a separate call for the other flow target.  I would like to make sure the changes are consistent with the changes going to the other flow target.

Neither the the com.ibm.team.scm.server.deliver and com.ibm.team.scm.modification.history see both flow targets in one call.

As an alternative I will have to look for both changes linked to one workitem.
