Is there a way to query the forum data to receive information such as "number of inquiries that came in tagged 'rational-quality-manager' in the year 2012?

We have this information available in our behind-the-scenes metrics, but currently I don't think there's a publicly accessible method of querying for this. Maybe we could add a date range in the advanced search.
