CQ Gateway - Attachments with spaces in names are synchronized multiple times to CQ

I am using RTC 3.0.1.2 and CQ 7.1.1, and found that attachments with spaces in names are synchronized multiple times to CQ.

steps I used:
- Create a WI type defect.
- Add Attached File name test 1.txt (Note the white space in the file name )
- Save WI
- Sync attachments
- Attached File name test 2.txt   (Note the white space in the file name)
- Save WI
- Sync attachments
- Attached File name test 3.txt (Note the white space in the file name)
- Attached File name test 1.txt (Note the white space in the file name)
- Save WI
- Sync attachments

At this stage I have 2 test 1.txt file in the Work item and in the CQ ticket.

- Sync again attachments
--> At this stage you will have 2 test 1.txt file in the Work item and 3 test 1.txt in the CQ ticket.

- Sync again attachments
--> At this stage you will have 2 test 1.txt file in the Work item and 4 test 1.txt in the CQ ticket.

The more you sync out the more CQ keeps on adding the attachment with same name.

is this a defect?
