In case you are interested, I opened a work item for Rational team to consider enhancing their UI across CLM applications for <app>/web pages when there are no project areas yet. Basically the qm/web is not accessible until a QM project exists.

I agree with you Frank. As you already created defect The qm/web should behave the same as ccm/web and rm/web when there is no project area yet (77893)  are you looking for any further information I can help
