Template Deployment in RTC

Hello,
I am attempting to deploy the default template in setting up a project area. However, on the wizard page that says 'Choose Process Template', clicking the 'Deplay Templates' gives me this error:

"Problem(s) occurred deploying process definitions.
The "com.ibm.team.rtc.default" client access license policy does not allow the "com.ibm.team.process.server.saveProcessTemplate" operation."

I done the same exact thing before without this error. I am using a new server setup though. How can I resolve this?

This problem comes up when you forget to assign the Developer CAL to the
user who is trying to deploy the process template.

When going through the setup wizard at
https://<yourserver>:9443/jazz/setup it should have guided you to assign
the Developer CAL to the new administrator user that you created. To
fix the problem, you can open the user editor from the 'User Management'
page in the admin web UI and assign the Developer CAL to your user.

Matt,

Is this true even when using the username/password, "ADMIN"/"ADMIN"?

The reason I ask is because I am having the exact same issue described above. I am using RTC 1.0.1
