context: using RTC  4.0.0.1
issue summary: WebUI only - custom attribute combo is not populated after moving work item to another PA (using the exact same template)
use case:
- I created 2 PAs, PA1 and PA2 based on the same customized template
- WebUI: create a new task in PA1 - save
- move this task from PA1 to PA2
- check: my customized attribute's combo box
expected: combo is populated with enum values
observed: combo is not populated (only current value is available)

variation / workaround: save the work item - the combo is populated

Is this a bug?

This issue is now identified on jazz.net as WebUI only - custom attribute combo is not populated after moving work item to another PA (using the exact same template) (237223)
