unable to select base project when creating project template in RRC

 in our RRC environment there are about 10 RRC project area defined

I have adapted the project properties of one of. them and would like to save it as project template

on project properties, tab template add template dialog I get just one project in the drop down list for Base Project and not the one I need
What is wrong ? on a test installation I get the whole list of the RRC projects

Any hint?

Be sure your role in such project allows you to "Create Project Template" for that project .  In project area managemang page, select the Permissions - Project Configuration - Create Project Template

We started to create a project as base process for sharing. An there I disabled the right.

for those who read this:

Manage this project area>Permissions>Project Config> [role] > RRS > Create Project Template
