Hi,

Community from China.  facing some issue that When they upload assets with artifacts, they find that the Chinese name of files in attachment always appear unreadable codes. Could you please help us solve this problem?
It is very important for our customers to know what the content is.
 Whenever try to download the asset it seems same.
Browsers used MFF 10.0.6 (ESR) and IE 8.

Please open a defect with exact steps to reproduce the issue.  If you could attach files that cause the problem that would be very helpful.
