Master Project Area Inheritance Questions/Issues

I know that for Dashboards, the enhancement for sharing dashboard configuration between master and children project areas is on the backlog, according to https://jazz.net/jazz/web/projects/Jazz%20Foundation#action=com.ibm.team.workitem.viewWorkItem&id=202628

But regarding Work Item Templates. Is it a bug? Because I have them 'Shared' on the Master Project Area and they do not propagate to their Children Project Areas.
