How do I obtain access to a rtc/jazz repository?

How does one go about getting authorization to access a Jazz repository that can be accessed by Installation manager?

Specifically, I need access to this repository:

http://jazzweb.beaverton.ibm.com/rtc/main/I/RTC-I20101112-1731/cic-metadata/
