Repository Permissions

When i configured Jazz Team Server with WAS 6.1 without LDAP (uses file based federated repository), the user cannot add to any of the role Repository Permissions (JazzAdmins etc).
In Jazz Admin Console it shows as following.
Notice: You are using a directory service that is not writable. User roles cannot be modified.
The same thing I seen when WAS configured to use Local user registry.
The same is working with Default configuration with Tomcat where I can create users and add user to role like JazzAdmins.
How could this working? DB2 is used here.

When using WAS, you will not be able to use the RTC web UI to assign
roles to your users. In your case, you can still assign roles to the
users by putting the users into the group that you have mapped to the
JazzAdmin role in the Integrated Solutions Console when deploying the
jazz.war.
