CQ Connector Wizard throws license error in step 5.2
Using RTC 3.0.1.3 and CQ Gateway same version.
ClearQuest Connector cannot be set up because of license error in Setup Wizard Step 5.2
The RTC user could not be created by the Wizard but it was created manually and the user exists in jts user admin and it exists in jazz user admin.
The RTC user has a CQ Sycrhonizer license. Tested even with an additional Developer license.
The RTC user can login to both jts and jazz from the machine where the CQ Connector is installed
The cq connector setup wizard was run on the machine where the cq connector is installed
How can I proceed with set-up?

Core Dev Team answered that all steps performed by the CQ Connector Wizard can be done manually outside of the wizard. So, we may have the customer perform these steps manually to unblock them.
1. Manually apply the CQ Synchronizer license to the user
2. Verify the user with the CQ Synchronizer license can login and access the project area . Also, verify the Item Connector permissions are enabled for the project area.
3. Manually update the cqconnector.properties file. The default file contains explanations on what each value is.
4. Manually create an external repository connection (in RTC, go to the Synchronization Rules view, right-click on External Repository Connections and select New > External Repository Connection).
5. Create or import synchronization rules.
6. Restart the gateway.
Though the root cause to this issue could not be found, manually setting-up the CQ Gateway fixed it (using the above instructions)
